RGPS ballot for SC > 2km is nothing special. If anything, it has the potential to ballot for SC between 1-2km. Chances are most 1-2km are just getting smarter to identify an opening at this particular school.
HWS is just par for the course. Given that there are plenty of places available at Stamford and Bendemeer, I don't see why people would be put-off by the balloting in HWS.
Those staying at Whampoa are basically a captive audience. You have no real alternatives and no where to run to. Your only option is to ballot at HWS.

If you don’t like Bendemeer, the other alternative to HWS for some lucky ones is SAJS (ballot also). Otherwise it’s one of the schools in Toa Payoh (which is just as far or could be further than Bendemeer). -
