Those staying at Whampoa are basically a captive audience. You have no real alternatives and no where to run to. Your only option is to ballot at HWS.
Thus, when you have one group with no where else to go, and another group who is happy to join in because their alternative is the same place they would have gone anyway if they have lost the ballot, you end up in this situation. -

It will be a sad thing for them. The government even closed the balastier primary school last year. -
