Is "no SA1 for p5" a rule all schs have to follow or a guide where some schools can choose to keep SA1?

It is a guide, for 2020 P5 batch.

Only from 2021 P5 batch onwards then it will become a compulsory rule.

Nevertheless, even if SA1 (mid year exam) is scrapped, schools are still allowed to carry out max 1 weighted assessment per term. So technically there can still be CA1, SA1, CA2, and SA2 (aka Term 1, Term 2, Term 3, Term 4).

Wonder when the AL score equivalent will be published based on the latest COP for 2019’s batch of students. Any inkling?

Don't think it will be based on 2019 COP as PSLE next year (2020) is still T-Score.

When the students get to Primary 6 in 2021, they will be given the cut-off entry scores of all secondary schools based on the new scoring system.

Entry scores derived from the previous year's posting exercise are typically given to pupils between October and November, but in 2021, they will be released by the middle of the year.

                  Note:- Previous Year = 2020

Is my understanding correct on the benefit of higher Chinese (HCL) under the new AL system?

The HCL will come into picture only when there is a tie, affecting only students who meet the exact cut off point of the SAP school? Eg. If the particular SAP school’s COP is 8 points, those who take HCL will override those without HCL. Those with HCL distinction will override those with merit. HCL has no effect for those who score 7 points and below or 9 points and above.

should be based on this year 2020
Psle Tscore batch (born 2008), as it is the last batch to undergo Tscore system, the most recent, just right immediately before next year 2021 AL implementation student pioneers (born 2009), won't be based on 2019 last year Psle cohort results
