I m staying less than 1km from Pei Chun. Have not done volunteering work, should I try Pei Chun or Kheng Cheng in phase 2C?

Pei Chun need to ballot, Kheng Cheng sure in.

Based on below qms post, 2018 indeed a hot dragon year, Kheng Cheng need to ballot <1km. I don’t think that is going to repeat though. Kheng Cheng mostly safe for 1-2km

take up rate in phase 1 is the highest since 2015. for now it still look a fair good chance of getting in without balloting for SC within 1km. in the unlikely case of a ballot, odd should be quite good too.
