MOE has introduced computer balloting for P1 registration and I believe everything is now handled by MOE.
This could be the reason why it needs a few days to process the application to ensure information are verified.
Even after the pandemic, we are unlikely to return to the old system of manual balloting at school. -

And if you notice, Day 3 and Final numbers are different for last year and it's widely shared here that MOE does not update on final days.

It serves little purpose on day 3, to put up an unverified day 3 number plus without the balloting range.

Most likely after 4PM based on past phases in fact I think all after 5 except for 1 of the phase was just after 4PM. -
