RGPS has 125 applicants under 1km??!! That's unbelievable!
These 125 applicants in Phase 2C also included SCs staying more than 1 km from RGPS,

      because

some staying (between 1 to 2 km) or staying more than 2 km, have also applied. But, when come to balloting, only those SCs staying less than 1 km, then can take part in balloting. The rest, staying more than 1 km away, no chance to even ballot. They will need to enrol their daughters under the next phase when it open, ie. under Phase 2C Supplementary,

since they have already lost their precious chance under Phase 2C.

      ============================

      Going forward,
due to the presence of new condo built like \"4th Avenue Residences\", etc. In future, under Phase 2C, from this year 2022 onwards, it sets the trend that
balloting will subsequently arise for RGPS, under less than 1 km. Thus, going forward, parents who stay more than 1 km away from RGPS, please seriously consider some other primary schools, instead. Balloting more than 1 km away, will become ... past history, under Phase 2C.

The no. of <1km applicants is indeed higher and this could be due to many factor

New residential development could be one, but we also need to factor in the enbloc of Watten Estate reducing the number of <1km residential units in the area. I believe this is the 2nd time in 3 years that there is balloting for <1km. But the big question is, how many <1km applicants are there balloting?

Going forward, the strategy of relying on <1km for P2C as a backup plan, especially for those trying to NYPS P2B may become risky and this may drive more parents to try to P2B at RGPS. This means we could possibly see balloting for P2B in the coming years.

I think one major factor could be due to more affluent Singaporeans who are able to afford to rent or buy property around the area.

            …
Personally, I’m surprised by the ballot < 1km especially when there are 90 places available… for a single gender. Considering that the partially overlapping SCGS (available 40) is also balloting < 1km, that’s quite a lot of girls < 1km for a low density estate!

Apart from the earlier mentioned Fourth Avenue, are there any new developments that we may not know of?

no need to actually own a unit to be eligible for 1km. Those affluent ones can just rent any existing units within 1km to be eligible there.

Higher Chinese from Pri 1 was scrapped for a few years already.

The changes started when the Chinese textbooks changed to 欢乐伙伴。
Even in the past when P1 girls used Higher Chinese textbook, that was only for the teaching. The assessments were always using Standard Chinese format. You can see from past year exam papers. Only in P5 then the higher chinese classes would take HMT exam.

Now some P3 are selected and placed into Higher Chinese classes. But how many I don't know. Their exam is still standard chinese format.

Seems like this rly might be the case going forward, esp once the new condo (to replaced the current old watten estate condo) is eligible to be use for registattion. That’s gonna put up 200 more potential balloting chances in the radius
