      Actually, I'm just guessing.

Can people change their address between phases, eg. Phase 2B and 2C?
I don't see why not. Has anyone tried doing so?
      Answer is \"Yes\".

      Why ?

      Because

Husband may own one house, while the wife may own another second property.

      However, 2 things are definite.

      1) on that day of registration,
if the address shown on the husband and wife IC (identity card) are DIFFERENT, then the P1 Registration officer on the spot, will question u why.

      2) K2 Parents,

whichever address has been used to register your kid into the Primary school -

The school has its own ways and means, to verify the truth.

If at any one time the school does a spot check, find that the parent is lying, then

school has the power, the authority, to kick the child out of the school, report to police.

This happened before in the past, where names of parents were splashed across the front page, Straits Times, to shame those impacted parents publicly. And because the full name & picture (face) of parent(s), usually, the father's face, are published publicly, the whole world know that u are cheating MOE, cheating entire primary school. Your boss, colleagues, friends, relatives, family all know what u had done, for those caught cheating.

      So,
for K2 (kindergarten) parents who want to play this MOE-catch-liar

      OR

      cat-catch-mouse game,
they need to know in advance what are the consequences awaiting them, if they are caught lying. Don't play, play with MOE.

      For genuine parents,
then no need to worry, because they will have peace. Can sleep soundly, at night.

I am executive member of the RN (GRL) and eligible for Phase 2B.

From above list, could you please advise which are top 3 schools we should be considering to apply for Phase 2B.

I'll look only at schools closest to you, ie. <1km.
The hottest school would be Frontier Primary, followed by Westwood and then Jurong West. These schools will definitely require balloting within 1km. As your daughter is SPR, there is no way she can even get a chance to ballot in these schools, even though you are within 1km.

Your only real options are Boon Lay Garden Primary and West Grove Primary. I would strongly recommend West Grove Primary to you. You should be able to get in via Phase 2C. Don't delay until Phase 2C(S), otherwise you may have to ballot.

PS. I missed the part where you said you are in Phase 2B. In this case, all the schools you have listed should be free of balloting, except for Rulang which requires balloting for those <1km away.

thank you so much for your response. Yes i am targeting for phase 2b via 2 ways. I am executive member of the GRL and also i have applied for PV in respective school. My original preference was Rulang, Frontier and Westwood but my daughter is SPR so getting in Rulang is difficult. Moreover i heard recent reviews of Rulang is average. Lot of people prefer frontier and westwood as they are new with better facilities, CCA etc. Hence my current preference is Frontier, Westwood and last is Rulang.

I have one more question. Can i apply for phase 2b to 2 schools same time? Like if i do PV in frontier and apply for 2B via PV and at the same time apply for westwood via GRL ?

No. You can only be active in 1 school at any time. But you can apply for Frontier in the first day, and then if for any reason you change your mind, you can withdraw your application to Frontier and apply for Westwood in the 2nd day.

Because now everything is coordinated through a central system, there's no way any mistake can happen that allows a person to apply to multiple schools at the same time.

                  Hi Parents,

I would like to understand more on the balloting based on distance.

Let’s say for phase 2b, supposing the applicants are more than vacancies and they do ballot, does it mean they will ballot only those applicants within 1km?
In other words, when can the < 2km ballot be done?

Just notice that popular schools only ballot for < 1 km but portal allows us to check school availability within 2 km…

                  Thank you all!

                    It depends.
                    Say there are 100 vacancies.
50 applicants are <1km, while 49 applicants are within 1-2km.
Another 5 applicants are >2km and 5 more are PR.

In this case, the PR won't even get a chance to ballot. Those 50 applicants <1km will get in without balloting. As do the 49 applicants within 1-2km. Only the 5 SC will ballot for the last remaining place.

                      Breaking news.

New portal for P1 registration (replaces the old online form).

And new MOE website for us to check balloting stats (shows how many balloted for how many vacancies at what distance - what we all were clamouring for).
