      We know, not all awarded ESIS will choose independent schools. Are u asking why only AL4-5 are awarded ESIS but not AL6? Why do you think AL6 should get esis? Moe cannot have their discretion? Or are u asking MOE to explain their rationale. I doubt anyone can give a convincing reply here.

      I do believe, these numbers have some rationale. Could be statistically AL-5 are those more likely to continue outshine others up till A levels. Many kids change once in sec, whether IP or O. Hence moe also award top 5% for those done well in O levels. Likely this second group has also proven historically.

      The game has changed in new AL banding, moe can choose to be stingy for the pri sch top kids coz many practically their parents or tutors studying for psle, kids just comply. Could be. No one knows for sure, except MOE.
      One, I'm not asking MOE to explain anything. Two, I think you usually have many good things to say, and should believe whatever you want to believe.

      Frankly, I think the chance that at AL6 stops at 3% and AL9 stops at 10% is essentially zero. But it doesn't really matter, and now I remember why I left and have refrained from many of the discussions like this in recent times (in the past, problems were partly my own fault).

        May I know for esis AL5, what T Score does it corresponds to in the old days? And what about AL4 too?

            For our intellectual entertainment: These are put together from my old data collections. I only pick a few sample points to show here, to provide some indication. These are T scores mapped to indicative AL score published prior the first AL graded PSLE exam. My opinion is we should not expect precise , clear cut and fixed T score boundaries in the AL bands. We should expect a little over lapping, and deviation too assuming it is done yearly, because of the natural of AL banding.

                I recall (and some parents have also mentioned it too), one of the possible reasons for the inconsistency when mapping T score to AL score could be due to higher Chinese grades. In T score days, it was + 3, + 2 or + 1 for distinction, merit and pass in higher Chinese. For 2 students, 1 with a distinction in HCL would have gotten 260+ 3= 263, and other student without HCL will be 260. In current AL banding , both of them are in AL6 (or 5). So we are seeing AL6(or 5) mapped to 260 and 263.

                    For ESIS, T score was not including HCL contribution, just 4 PSLE subjects.

                        Oh ok, got your point. Yes on Sch finder, it’s inclusive of HMT for SAP schools. Not sure how MOE mapped them to AL though.
