Yes, if they ever do a reverse balloting, I think this will work as foreigners/PRs will have twice the chance to be ballot out. That'll will be equivalent to giving 2 slips to citizen in a normal ballot.

As a local, my chances are 2/25 x 5 = 10/25 chances (40%) of getting in.
Method 2 (ballot out)
As a local, my chances are 1/20 x 10 = 10/20 chances (50%) of getting out. In other words, I would have 50% chance of getting in for this method.
Can someone confirm my math? -
