Why? The balloting was for more than 2km last year.[/quote]Coz the takeup rate at phase 1 is already higher than previous years...except in 2006. If you project equally high take up at phase 2A...few spaces left for phase 2b and 2c...I'm thinking a ballot at 1-2km or worse, within 1km for phase 2b is likely this year...
