I do agreed with you somehow.
With a 2 chance of balloting slip is meant to me none if I dun even have the chance to ballot.
Anyway, this exercise needs to carry on for this year, now grumble a bit too late. This can only be improve in future, whether to strike off phase 2B or whether Singaporean given priority.
This system definitely making parents to be KS.

I believe the govt knows but not doing anything as the issue is not blown up. Otherwise, they would not change the balloting priority 2 yrs ago.

I still have my balloting chance as I am within 1km of a popular school, but like what you say, my heart goes out to those Singaporeans who are within 1-2km and dun even have the chance to ballot.

I suggest the schools seperate PV under distances (Priority given to accept more parents staying within 1km ) The remainings will then to be given for parents staying within 1-2km (depending on individual schools acceptance of how many PV on that year.)Since every year mostly all School PVs is within 1km go for balloting.

At least parents staying within 1km can choose to do PV or go under Phase 2C. This will gives parents within 1km have more chances .
For Singaporean , they thus have total 4 balloting chances whilst those not under Singaporean have total 2 chances .

It's really up to the school. Some schools, I think (suspect), may actually take in more PVs staying 1-2 km to give them a chance to go at it especially if their chance at Phase 2C, 1-2 km, is not too high to reduce some imbalances... of course not forgetting the need to stress that it is not guaranteed. No body can.

On another note, even if you, a Singaporean, are given 400 balloting chances and you stay 1-2km from a school of choice, the PR who stays within 1km and with only 1 ballot chance in his hand will still beat you to the queue... how's that food for thought ???

Call me selfish or what .....I can't help it but to agree and side with those who have remarked earlier that Singaporeans should be given priority over PRs whose registration should be placed in later phases after 1, 2A, 2B and 2C... unless someone have a fairer suggestion :imdrowning: :?:[/quote]Actually PVs or not PVs doesn't matter at this pt if priorities are all given to Singaporeans. Tackle a problem at a time. To me, priority to be given to Singaporeans is most impt. Just like elections, PRs don't get to vote. PRs get lesser medical subsidies. Why in this case, PRs are on equal footing as Singaporeans and some even better than us? (Having said that, our population is around 5m now, election population is 2.Xm. Half population are those Sgporeans less than 21, PRs, etc. So one can roughly know how many PRs we have!!)

Agree with Phtthp that priorities should be given to Singaporeans and whatever bal go to PRs/foreigners. Though in a balloting situation, each Sgporean will have extra ballot ticket but we still need to go through balloting. It is like a lucky draw system - be it extra one more, two more or three more lucky draw tickets , (it is still lucky draw) Sgporeans shouldn't go through same-alike lucky draw - Sgporeans should gotten the prize directly. My PR neighbour has 3 sons and so fortunately, the eldest went in after Phase 3C balloting...so ultimately the siblings will follow. in time, applicants for Phase 1 and 2 will grow.

Yeah being a 3rd generation singaporean and the thought of having to join the queue for a lucky draw in order to get an education makes me feel rather uncherished as a citizen - knowing fully well through people I know that PRs and even new citizens stand a high chance of returning to their home country after their children have grown up. The new citizen kids have dual citizen by the way. They have up to 18 years of age to decide if they want to remain or return. In the end we just help to educate other nation's kids while our own citizens may have been squeezed out of choiced schools.

Talking about this. I have an ex-colleague who is an Indonesian. PR in SG. Purposely went to US to give birth. So now kid can decide whether he wants to be Indo, SG or US comes 18. Sgporeans nothing for them to decide. We Are Singaporeans \"proudly\" we sing. Yes, I used to sing it proudly in my school days on National Days. I do want to sing it again but upon thinking about my priorities in the country, I feel sian.

This is actually a very good idea. But 10 years too long.. mayve every 3 years ?

Why not depend on the property price? If one area price gotten too high and use that to change with the lowerest value area? This will further soften the property price.

Tend to agree also that PR should be under a different phase. Not only for all the reasons stated above, I believe there is no requirement for PR boys to serve NS as well. So there will be situation where PR boys is given priority over Sporean boys (who need to serve 2 yrs of their life to the country).

However you wanna see it, 10-20 years down the road, Singapore will be further separated by the elite and non-elite class. You and I can’t deny the fact that a better school environment give your child a better chance to do well. Moreover, the better schools are able to attract better teachers also.


When this kids go become parents themselves, their kid will gain direct access to the better school. Overtime, it will slowly but surely draw a dividing line. Worse, given the high number of PR we took in over the last decade, very soon, you will find yourself balloting for a place in 2A. Like the Goldman report about increasing difference between the private and public housing price, it will have a huge long term negative impact.

I urge the ministry to look deeper into this issue and attempt to resolve it. Some had suggested in this forum about the abolishment of PV, which I agree, and such practice will have to be phrased out slowly over the next few years.

I’m no high paying civil servants, so I will leave the thinking to them.

Second Generation Permanent Residents are required to go through compulsory full-time military service as well as reservist duties after they have completed their full-time military service and turns operationally-ready.

They will also be granted Singaporean citizenship during their full-time national service. If the person decides not to take up citizenship after his full-time national service, he is still required to serve the service requirement, i.e. reservist duties after he turns operationally-ready.

Singapore Permanent Residents who served national service but did not acquire Singapore citizenship will be treated equally to those permanent residents without service obligation; they would not have access to the privileges granted to Singapore citizens.
