Exactly what NYPS' Principal shared with us parents...
School accept pv ,then if later under 2B phase either balloted out or no chance to ballot, PARENTS complaints.
School cannot accept more PV, also parents complaints. :spank: :?:
During PV application, parents pleaded to accept more PVs so they stand a chance to become PV.
After being accepted to be PV, parents pleaded not to accept more PVs so they stand a better chance to get a place.

if this is the case:-
due to overflow, great overwhelming response from the public to apply for PVs at NYPS, and in any case based on this year P1 registration for 2012 intake - proven that those staying >2 km don't even have a chance to ballot at all (recall ZT case who had clocked 80 hrs of PV reported in Straits Times), perhaps NYPS can start to follow St Nick method, ie.
put a clause inside NYPS PV application form - refer to point no. 2 and 10, inside St Nick PV application form:-

if NYPS were to follow St Nick to impose this same clause, then NYPS will not disappoint parents - who spend so much time and effort to volunteer. Clocking up 80 hrs is no joke! Normal schools only need to clock 40 hrs.
compare & contrast to a situation whereby - NYPS keep taking in new PVs, even though they know that the balloting crowd will be extremely huge and chances lower. If no proper control, NYPS end up having so many PVs 'bai zuo gong', and they'll complain again after phase 2B. -

My application to NCPS as PV was rejected and I am staying less then 500m away from the school. I just wonder what is the chances for my son (2013 intake) getting into the school? Am I too late for GRL ?

You are indeed too late for the GRL route.
The rule of thumb is to join GRL 2 years prior to P1 registration.
