School starts at 7.10am for Morning reading. But as long as they are there before flag raising (7.30), they are not marked ‘late’. At least this is what I encountered.

This is not an uncommon thing to happen. It happened to my boy also, and also my friend's boy, whom is in another sch.

Do talk to him to find out what is happening in sch and on his bus rides. Tell him what to do if he is gets bullied. For my boy's case, the bully continues his bullying ways, so I called up the sch and let them know what is happening. The next afternoon, the discipline master went up to the bus and scolded the bully.
