MOE will only open Ph 3 after it has allocated seats to all SCs or PRs who responded to its request for school nomination after P2CS. So, technically speaking, if you don't nominate any school or allow MOE to assign a school for your child, the school that you plan to apply in Phase 3 may be filled up. -

I'm living in the Holland-Queenstown area. The only school within 1km is HPPS. What luck? At this rate, my dd's chances of entering HPPS looks slim. Even if RGPS will be within 1km when my dd starts P1 in 2014, balloting will be based on its current address at Hillcrest. I'll be outside of 2km based on the Hillcrest address. I'm not saying good & popular schools. I don't have any school within 1km except HPPS when it comes to balloting. Somehow, I find the P1 registration system is flawed with most of the places taken up grabs at the earlier phases because the SC policy kicks in only at P2B and P2C. Meaning if I'm staying at Tampines, at P2A1/2, my dd can get into HPPS if I'm an old student. Huh?
MOE should institute the distance and SC criteria for P1 through P2A2 as well. ?Belinng:
Yes Belinng, you're absolutely right !Distance for P2A2 will kick in once there is balloting. So assuming if Rulang has another 21 applications in P2A2, more than >2km will have to ballot if there is the highest distance registered.

\tWith effect from the 2012 Primary One Registration Exercise, should the total number of applications exceed the number of vacancies for each phase from Phase 2A(1) to 2C Supplementary, priority will be given in the order of :-
(1) children who are Singapore Citizens (SCs), followed by
(2) children who are Singapore Permanent Residents (PRs).
If the number of applicants within each category exceeds the number of vacancies, balloting will be conducted according to the home-school distance category in the following order of priority.
a.\tChildren living within 1 km of the school of choice.
b.\tChildren living between 1 km and 2 km of the school of choice.
c.\tChildren living outside 2 km of the school of choice.

If u fail in Phase 2C. You can have another go at Phase 2C Supp. If you still fail meaning there is ballot also at the school of your 2nd choice and you did not get the school. The school will pass a slip of paper to you to fill in to indicate which is the next school you want to send the child in. You should have research and be sure that the school typically has vacancy. Alternatively, you can also wait for MOE to allocate the nect nearest school with avaliability.
After all SC children and PR children has a place then MOE will open up Phase 3 for foreigners on first come first serve basis.

Yep. All vacancies at all phases depends on distance . If Ph2C supp of the school of your choice has only vacancy for less than 1 km thus ballot will only be for those less than 1km thus if you are outside 1km of the second choice school for ph2C Supp you wil want to apply for yout 3rd choice school instead. Call the school of your choice if in doubt of avaliability. They typically will inform you to withdraw and try another school if they know you do not even have a chance to ballot. -

I also don't know how after that as i experienced only till failure at Ph2CSupp ballot last year. But i think by then most kids are already registered so the next avaliable school that you choose would typically br also not that popular hence may still have a fair bit of vacancy. If situation like what you say happens, then have to call MOE & check but i think MOE will give priority to SC and distance. -

Any stats on how many SC kids end up in Phase 3 each year?
For kids/parents didnt get a place in tomorrow's ballot, and if they would just pick a school within that area or zone, guessed that only 46 kids in Marine Parade and Serangoon would have to venture outside their own.
As for the Phase 3 kids/parents (estimated about 1000), here are the numbers to consider.
