Namie has pointed out correctly! I second to Namie. The little tweak will only give a little additional chance but it does not change the fundamental in the procedure of enrolling your children into Primary.

Actually, I think the government is trying to take small steps at a time. It's better than current status, right?

It helps but not a lot. Since this only applies when there is a balloting situation, it means as long as the PRs stay within 1Km or 2km, they will be in, leaving the citizens staying out of the 2km to ballot for vacancies.
yes. thus we should not sit back & relax (since we are kiasu parents) and continue to try to get into earlier phases and avoid balloting. -

I think this is a good idea that one should write in to MOE to propose. I believe the government is now aware of the unhappiness of the citizens compared to the foreigners' perks and I believe they are more open to listening to suggestions. At their positions when they lack nothing, they may not have the right ideas so I feel that it is worthwhile writing in to make the recommendations and provide the justification for them. -

So clearly, the garmen wants to have its cake n eat it too. But it is a difficult balancing act n both citizens n PRs can never be fully satisfied.
If you have to ballot, it is STILL a lottery. Citizens just get an extra ticket, that's all. You still depends on the luck of the draw with PRs. Come to think of it, is this really much of a privilege for citizens? -

True. At least a baby step has been taken. If there is openess to change, there is always the hope of further changes. Just need to put the case formally to them.
