Read the guidelines from hokkien huay kuan association :-
I was SHHK member since 2008 or 2009. Based on criteria then, the recommendation letter is generally awarded based on seniority of membership and distance. No needs for PV etc.
May I know the latest requirement for SHHK's schools? I heard it is membership + PV. Am I right? Any idea on the no. of PV hours required? If 40 hours is required, then it seems likes it makes not much difference having that SHHK membership.
Oh, so you mean the SHHK membership + volunteering is just rumours that's going around?
Yup.....based on what I learnt in 2010 when I attended their information session, it is based on active membership as the main criteria and the other criteria will be the years of membership.
http://www.shhk.com.sg/sites/default/files/phase202b_2009.pdf
Parents need to put in minimum 40 hours into the hokkien clan affliated school. 40 hours is the minimum. Some hokkien clan schools require more than 40 hrs. Parents need to check with that particular, respective hokkien associated school, what is the actual number of hours required to clock, and to serve the duties for Hokkien huay kuan. -

Tankee,SHHK membership is eligible for Phase 2B, provided SHHK issue you the eligibility letter. Every year, there are more requester than available space, so the SHHK selectively issue out the letters. Some said they based on how active the members are in SHHK activities.
PV is also under Phase 2B. PV has nothing to do with SHHK as it is with the school. The schools decide the number of PV to take each year. And those who performed the required number of hours of volunteered work will be issued with the letter.
SHHK has changed its rules. Link provided by phtthp in the post above. -

Last year (2012):-
I have another property at Newton, which is within 2km from SCGS. Your advice on this which will you consider? #A - AiTong/St Nics #B NYPS #C SCGS?
With the change of regulation for 2013 registration that gives Singaporeans absolute priority over PRs and foreigners.....I'm not sure how will it change the \"balloting\" landscape and statistics. Hmm..... I'm wondering if they will provide more detailed breakdown on the no. of Singaporeans applying vs placement statistics for 2013.
Balloting occurred for Singapore citizenship children, staying within 1 km from Scgs.
50 registered, 29 places
http://www.scgs.edu.sg/content/view/25/156/
if your newton property is within 1 to 2 km from Scgs :-
your chance is zero.
On the actual p1 registration day :-
if you are physically there at the school premises, you may ask the p1 duty officer on the spot for the detailed breakdown of the number of sc and pr within 1 km. -
please read the attachment provided by phtthp again.
point 1 is on who are eligible for phase 2B
1(a) is SHHK members
1(b) is not referring to SHHK members but normal non PV parents
just as in 1 is referring to community leaders.
and in point 4 it refers to a “inhouse guidelines”, which some said is about being active in SHHK activities. And of course point 7 on the tenure of membership.
there is no mention anywhere that SHHK members need to do 40 hrs of PV at chosen school -

A bit confused with the statistics. From SCGS, the data \"2013\" refers to the year the child starts pri 1 (registration year 2012).

In kiasuparents website, \"2012\" http://www.kiasuparents.com/kiasu/content/novena , I believe \"2012\" refers to the registration year?
Based on historical data over past 5 years, there are no balloting under Phase 2B, except for last registration year 2012 where balloting is conducted for distance beyond 2km.
The competition is only intense when comes to 2C. Am I right?
Anyway, you do point out a risk. If there happens to be balloting in Phase 2B within 1km, then basically I have zero chance..... and I ends wasting my time PVing in SCGS. Not to mention about the difficulty in getting accepted for PV in SCGS (as pointed out by Cherrygirl). -
If refer to p1 balloting statistics found on Scgs school website :-
I)
Last yr (2012) registration for 2013 p1 intake :-
Phase 2b
- balloting occurred for sc, staying more than 2 km.
34 registered, 30 places
Means out of 34 total applicants in 2b -
All those staying within 2 km no need to ballot.
They just walk straight in. Who need to ballot? Are those staying more than 2 km.

2 years ago (2011) registration for 2012 p1 intake :-
Phase 2c
- balloting occurred for sc, less than 1 km.

I'm in the midst of checking with SHHK...... I had just received an email response from them, where they provided me the similar link. i.e. SHHK 2009 FAQs.
It seems like membership's recommendation letter and PV are independent. From what I interpret, to qualify for P2B, we either go through the membership qualification criteria for which we receive a recommendation or perform PV alike those non-SHHK schools.
If via PV, the criteria is established by the respective school directly.
If via membership criteria....., I had sent further clarification and is awaiting for their response. No 4 and 6 FAQ seems to suggest and mentioned in this forum, was based on SHHK's \"house rules\", most likely, active membership and tenure of membership.
With the increased popularity of SHHK schools, what it seems like is the change of their house rules, which may include some volunteering work with SHHK......That is what I heard from a few friends, but pending clarification from SHHK.......or if anyone here, who has the answer to this??
Argh! This is a really tiresome process! -

Seems like they had changed their policy wef 2013.[/quote]Hihi! Sorry...this seems out of scope and more appropriate under \"PV\" Subject. But anyway, to continue where the discussion was left.......
I had finally called SHHK to confirm the treatment. As per to officer who took my call, it seems like the FAQs dated 2009 is still the prevailing document. i.e. There is no need for volunteering under the Huay Kuan membership scheme.
Phase 2B recommendation letter from SHHK is awarded based on the committee's assessment. Guideline for issuance is unclear and it was mentioned that it is on a case-by-case basis.
It is optional for SHHK members who wish to do volunteer work. The 2013 FAQ is for such. Perhaps to increase the chances of obtaining the recommendation letter from SHHK?
