      New citizens can choose any of that (but need to marry the right old citizens) or the Phase 2B or Phase 2C way. Don’t tell people ok? These are the secret ways that only people in the know, know 😉

      Can I confirm that even if you are not staying in the GRC you are serving in, the phase 2B endorsement letter can still be signed by the advisor?

      If you do not stay in GRC that you serve in, mean you are Associate member, last time there is a difference between EM (resident in GRC) and AM (non-resident in GRC) as AM cannot hold office bearer appointments hence don't qualify for Phase 2B application previously, not sure if there are any changes in regulations recently to allow non residents to be EM. Best to check with the CM on this before committing all your eggs in one basket.

      In short, all eligible GRLs will have the option to submit the application, as long as one is deemed active enough tor the recommendation, it will most likely be signed.

      Eligibility of non-resident member not automatic. Best to have honest conversation with CD/DCD.

      Probably stay active would be the wise choice. Sincerely help and volunteer, attend meetings and events. If not removed as Member means safe, still active. Agreed that different GROs and chairman/CM are different. So really depends.
      But we can’t always say this place easier that place harder so injustice here and there. It will never end. Just do your best based on current situation.

      Hope this clarifies;
      The portal is open for all GRLs who are eligible to apply, should they required the Phase 2B priority. Applicants will be asked to list down their involvements over the 2 years to justify for their \"activeness\". Something on the activeness is that most CMs keep attendance list of all the events, eg meetings, events, which they can counter check on the applicant's claims. And also on the adviser part is that how well he/she knows the applicant, if the applicant had actively involved in the grassroots events, it is likely the adviser will get to know the applicant quite well. The adviser who signed the recommendation is the one you are serving, hence less chance of applicant being rejected.

      Switching of GROs is not advisable as the one you want to switch to might not have slots for EM, hence some are not able to have continuous 2 years of service to qualify for 2B application. Advise is to try to join the GRO you are staying in and do your best to get involved in the community because you also benefit as you are a resident of the area too. My point is why spend so much energy to benefit other GROs that you are not staying in?[/quote] :goodpost:

      1. In the grassroots connect, my residential address cannot be found. Where can I find it?

      2. When we change our residential address, do we need to inform the CM and chairperson?

      2. If residential address is changed in March, the endorsement letter that is generated will be endorsed by the new advisor of the new GRC or the advisor of the old GRC? Why would the new advisor endorse the letter when the person did not serve in the new GRC but the old GRC?
      2. Unless also serving in CCC/CCMC or new address within same RN, when you change NRIC address you may no longer be eligible to serve in the same NC/RC/RN. You should inform CM/RCM/Chairperson since PA will be updated.

      There will be many new citizens that are from mainland China that will shine in the Chinese Lesson.

      I think it’s hard to come to that conclusion. In most cases, it’s more like the reverse. Very few new citizens to be found in the SAP schools.

      Majority of the SAP schools are extremely popular, ie they are left with 20-30 seats for both Phase 2B and 2C. It’s not easy to get in unless you are a former student or had married a former student (therefore, not so-new citizen). While some new citizen do get in via Phase 2B or 2C, they are hardly considered to be “many”.

      Floppy, there are ways.

      Wouldn't it be better for Singapore if foreign children are admitted based on AEIS rather than phase 3 admission? If all eligible foreign children are admitted through AEIS, Singapore can better manage the quality, quantity and the profile of students (especially if Singapore wants to maintain a healthy balance of nationality, race or religion, etc) that can help in many dimensions such as raising classroom standards, better use of tax payers money for foreign children that have higher success rates, lessening teachers load and better focus of school resources, etc.

      Yes it sounds cold but considering the backdrop of looming recession, world stage, better citizens' needs, Singapore should better manage its economic contributions towards foreign children. Admission priority aside, we should have a clear responsibility for foreign children. We are already giving a lot as most countries do not offer primary education to foreigners like Singapore. The notion of planting goodwill in young foreigners for longer term benefits is sexy, but does it work?

      Typically, no numbers have been released before of how many PRs take P1 spots from citizens.
      It may be very low or it may be significant.

      It is not unfathomable that PRs have siblings in school, are alumni members, serve on school boards, are ex-students, staff of school, have siblings who are no longer students of the school. PRs would have taken spots away from citizens in phase 2B and 2C.

      Yes, PRs contribute to Singapore. Singapore citizens also contribute to their own country.

      The Singapore citizen child (and parents) in such situations are often forgotten because life goes on.

      What are your thoughts?

      I think currently, Phase take Priority 1st, then in the Phase, Citizen takes priority over PR, is already a huge step for local born. We can't satisfy everybody, and we don't divide the society too much. We all live here and should be in harmony.

      The policy statement in totality:

      At the end of each registration phase, should the number of applicants exceed the number of vacancies in a specific phase in a primary school, Singapore Citizens will be given absolute priority over Singapore Permanent Residents, followed by home-school distance categories (i.e. within 1km, between 1km and 2km, and more than 2km).

      Therefore in simple terms:
      Phase > Citizenship > Distance
      Can’t see much wrong in that.

      Bishan-ToaPayoh GRC has 5 sub-constituencies (Bishan East-Thomson, Bishan North, TPY West-Balestier, TPY Central, TPY East-Novena).

      If she lives and volunteers at one of the Bishan North sub-constituency RCs, her daughter eligible for Phase 2B in TPY West CHIJ? Or she limited to schools within Bishan North sub-constituency?

      If she volunteers in a Bishan CCMC but lives within 1 km of Henry Park, her daughter still eligible for Phase 2B in Henry Park?

      If she volunteers in one of the Bishan North sub-constituency RCs and at same time serves a Bishan CCMC, but lives within one 1km of Henry Park, her daughter eligible for both Phase 2B in TPY West CHIJ and Henry Park?

      Does CCC/CCMC member eligible for Phase 2B for both within the GRC and where she lives?
