          Looking at current take-up rate and NH’s latest update, if i try at phase 2c and ballot-out, i will still stand a chance at QF and maybe APS >2km?

                If this happens in Phase 2B, one of the places in Phase 2C will be consumed. If it happens in Phase 2C, the school will create a new vacancy to accomodate the twin. This is pretty much the only scenario where the school will take in more children then it initially advertised.

                This has happened before.

                      phase 2B ballot is based on what critirea? PV or SC within 1km? as i know PR can do PV too

                        Hmm.....ok, not sure why there is a discrepancy...but nevertheless < 1 km still > the number of available places. So, balloting appears likely.
