To a certain extent, yes!
Leadership role could be attained due to the child's popularity or teachers' favouritism.
Knew of a school's head prefect was selected as she's a teacher's DD, academic is good but not the cohort's choice to be the head prefect. -

after appeal, maybe student Y appeal can succeed, while student X fail, even though both happen to fall into the same A1 band.

To be candid, why worry so much about leadership being taken by the girls at schooling age?
Look around the cabinet and management of the many corporates, are there more women in the leadership positions or men? Things fall into place eventually.
We spend too much of our time fighting all the wrong battles. -
I am curious how is MOE going to differentiate between the top 10% for IP and the rest for express and normal streams?
In one sense, the idea of being able to differentiate the top 10% of the cohort for IP, goes against the idea of grade banding where one’s competency in the subjects is measured individually instead of cohort comparison.
If there are too many eligible applicants to RI, probably have to conduct an open ballot to decide who gets accepted. Else parents would soon know that the top few boys from different primary schools consistently get in which would imply that MOE is still using some t-score for cohort ranking and not fully subscribing to the story of grade banding. -

MOE may abolish appeal, just like last year (Dec 2015) how she implemented the policy that no appeal entertained, if students' T-score fall below COP.
likewise, under the new banding system :
forseeing that many P6 students falling into the same band may start coming in to appeal, MOE may implement no appeal entertained, if students fall below individual Secondary school's admission criteria.
whatever these individual school admission criteria are, only MOE & the school know. Internally, MOE keep all info, ready at their finger tips.
But, parents won't know a lot of info about their child, hidden from them.
eg
inside an Excel spreadsheet, MOE keep track, monitor every student's score (from both old T-score system + combined with new Banding system).
Across each row inside Excel spreadsheet per student, a few vertical column like :
P6 student's name, Birth cert number, come from which primary school, is pupil from GEP or from Mainstream,
come the academic part :
original Raw score of each academic subject scored at PSLE (Eng, Maths, Science, Mother tongue, Higher Mother Tongue, if applicable), Total Raw score added up, T-score computed (based on old system),
come the Non-academic part (become the 5th subject, besides the 4 core subjects):
original Raw score of pupil in Cca activities, in community service rendered (if any), in Leadership (if any), in any other areas, etc
next come the computation part scoring, under new Banding system -
under academic part : Total points scored for 4 core subjects,
ie. score for A1, A2 / B3, B4 / C5, C6 / D7, E8, F9
under Non-academic part scoring :
Total points scored from Cca, (translated from Raw score), etc
any other further data to be computed, or analysed further ....
above are some essential data captured, for each PSLE student, in 2021.
MOE can then sort the excel spreadsheet, by whichever column data they wish to analyse from. MOE have captured the ready info, computed from both old system (T-score) & from the new Banding system, side by side each other, for parallel analysis study.
how MOE allocate or assign which Secondary school to post every PSLE 2021 student to, they can make use of above data captured, for analysis & for decision making.
MOE can also sort by certain, specific criteria : to find out who is the nation Top / last student amongst thousands of students cohort sat at PSLE 2021, by the old T-score system criteria vs. by the new Banding system criteria.
with data computed, MOE can further differentiate, able to produce a list of those P6 students' names, falling within top 10% for IP and the rest for Express and normal stream.
