On Q25. How come answer is "operation" and not "action"?

So while this skill may come simply and (24) naturally to good readers, it is actually a two or three-step (25) process and struggling readers may trip up on one of those steps.

'Both' is plural so the verb 'belong' is plural.

'Operation' is more suggestive of multi-steps. However, I personally feel 'action' is a perfectly acceptable synonym.

Nothing wrong with your Answer, but best not to alter the original sentence by inserting your own alien word "hearing". You just need to nominalise (verb->noun) "announced" to "announcement". Stay as loyal to the original as possible. Gerund or not is secondary IMHO.

In upper primary, students are taught to use the gerund after the prepositions 'despite' and 'in spite of', as well as the more familiar usage as the subject of a sentence.
