Yes. 'Upon' is a preposition and should be followed by a noun or noun equivalent. 'Hearing' is being used as a gerund, so is a noun equivalent.

Nothing wrong with your Answer, but best not to alter the original sentence by inserting your own alien word "hearing". You just need to nominalise (verb->noun) "announced" to "announcement". Stay as loyal to the original as possible. Gerund or not is secondary IMHO.

In upper primary, students are taught to use the gerund after the prepositions 'despite' and 'in spite of', as well as the more familiar usage as the subject of a sentence.
