If you don’t stay within 1km, they give you letter also no use right?
(Since it’s almost guaranteed to max out or even ballot within 1km. Right?)

Shhk controls the Pv for all their 5 schools.

Thus one can volunteer , clock their hours and then to be ranked.

No. Of letters issued will be determined by shhk only when no. Of phase 2b slots known. (Ie: now)

Since this is a moving number (2b), no. Of letters issued will not be a good indication for preceding years.

However, from what I know, shhk will issue close to the max, to 1km Pv, and leave a bit for the GRL.

the last i heard from a SHHK fren, about 26 letters were issued this yr (2018).
even for last yr under 2b, they had balloting within 1km. unless you are staying within 1km from ATS, else it would be better to consider other schools.

I think i found a more concise way to present the risk for 2B.

I colour-coded it this round. if you see:
- green, it meant last year needed balloting for >2km SC
- yellow, it meant last year needed balloting for 1-2km SC
- Red, it meant last year needed balloting for within 1km SC
- CHIJ st nic was orange - all SC within 2km in last year
- Maris stella - blue - all SC in last year
- grey, its for those with shortfall this year but no balloting was conducted last year. - you can see also the difference between 2017 and 2018 vacancies.
- those not coded in colour are those with small buffer (10 or less) so it has a considerably amount of risk.

So how you can read the table - if its green last year and this year fallen number of vacancies - it may turn yellow or red this year. Grey and shortfall will mean, it may be a case needed for balloting this year.
All the 17 schools mentioned by MOE on 2b balloting results 2017 has a fallen vacancies except CHIJ tpy, and the other 2 with increased vacancies for the above are nan hua and fairfield.

I am guessing…those people who apply on Day 1 are either:

- PVs of that particular school
- people who die die also want to ballot anyway, so just apply first

The groups who will wait until Day 2 are:
- religious/clan members who have several schools to choose from
- GRLs who have several schools to choose from
