      You cant fault the parents for being punctual right? If the parent steps in at 4.29pm, the parent would still need to complete the application form and then submit it to the admin staff.


      Then there are a number of things the admin staff needs to do per registrant.

      1. Checking of documents against original copies.
      2. Grouping of the registratrant in distance category
      3. Key in data to the MOE database.

      No way all these can be done in a minute.

      Are they using OneMap to check th distance ? What if the OneMap is done ?

      Just to add on to this onemap checks,
      the school already had a list of address hardcopy and softcopy (not sure TOP address)
      and which \"distance\" you belong already known

      keying the data to MOE normally done later or concurrently depend on manpower
      they more focus on checking and verifying the documents.

        Thanks everyone for advice.

        Unless they specifically mention different rules for different phases, my interpretation of moe website is similar to skii. If I didn't secure the place based on distance priority but purely available places more than applications regardless of distance, the 30m rule should not apply.
        I don't think they expect parent registering their child under 2C(S) staying within 1km to fulfil the 30m rule when the school is not even full at the end of the whole registration.

        However, I'm unsure whether does the PV selection criteria matter.

        Shall check with MOE directly.

          I think you should call MOE to clarify. It is not definitely clear that Selection of PV was based on distance. Even if it was, it is the school’s choice and not MOE’s choice.
          Please go obtain an official answer.
          selection of PV is based on what the parents can help in the school.
          i once met a mum who stayed in bukit Panjang when i did PV (she definitely stays more than 2km away).
          parents must be aware completion of PV hours and getting that letter to register in phase 2B is NO guarantee.

            Some schools dun even admit you on PV scheme if you stay >1km.

              it all depends on what the school is expecting from parents.
              some schools take in many PVs and we all know getting that letter is no guarantee into the school despite completing 40-80 hours of voluntary work. if the schools are very popular and balloting is required for those staying less than 1km, they won't even consider your application if you stay 1-2km away.

                The rule states that MOE reserves the right to transfer the child out. Hence, it’s more a putting up a reasonable grounds as to why one is unable to fulfill the 30 months rule or whether if one can build up a convincing case that no unfair advantage was played and intention was not to defraud.


                E.g. Divorce and custody is an area that seems reasonable. Forced bank sale of property being another. Also, shifting to a place still within balloted perimeters, e.g. upgrade to a 4 room flat from a 3 room for more living space within the same 1 or 2km radius from school will be justifiable, although the official government stance is we only need a small space?? Stay at kid’s grandparents place initially at application but taking delivery of BTO HDB flat that is further away and grandparents still continue to take care of kid is another I can think of.

                The rule is to prevent people from entering into short rental contracts to game the system ultimately.

                Honestly, best is just to ask oneself on the intent and if u think HDB will deem your reason reasonable. If it can’t pass your personal test, don’t try to convince HDB. Also shifting very disruptive to the kids as well, so spare a thought for them too.

                  4. Southview Pri

                  and within 2km from
                  1. Bukit Panjang Pri
                  2. CHIJ OLQP

                  we are Singapore Citizens and only eligible under Phase 2C for our daughter.

                  Looking at the TUR of all these schools, South View seems sure for Balloting. We need your help to choose between West Spring Pri and Bukit Panjang Pri.

                  Your advice is highly appreciated.

                      What is your point Peiliang?

                      First, let’s not be presumptuous that the parent is shifting/ moving housewithout any thought to the kids. I don’t think people shift just for fun. It’s expensive and a hassle.

                      The parents question is valid. And his/her point is fair. He/she didn’t use the address for any advantage, no priority; so why can’t they move? The only question is that he/she used it for PV. That has to be clarified with MOE and the school.

                      Eg if I registered my child under phase 2A2 under my current address with no balloting, but will move in 6 months time to my new place, is that fair? I would hope and think so!!!

                        Is there any one here working in MOE HQ. Possible to share how is the new balloting at HQ done?

                        - Is it a press of a button by an IT personnel?
                        - Who are the witnesses physically around during the balloting process? Principal? Officers?
                        - Any SOP and auditors around to ensure that the process is fair and just? Or is it "onself check oneself".

                        More clarity should be made available to the public.
