The policy statement in totality:
I think currently, Phase take Priority 1st, then in the Phase, Citizen takes priority over PR, is already a huge step for local born. We can't satisfy everybody, and we don't divide the society too much. We all live here and should be in harmony.sparkling\" post_id=\"1922817\" time=\"1564106799\" user_id=\"21001:
How do you define absolute priority?
I am not sure if this has ever been raised before.
PR children can get into phase 1 of their school of choice easily if they also have a PR sibling already in their school of choice.
This means that a spot has been given to a PR student over a Singapore citizen only eligible for a later phase.
This system applies to all earlier phases for PR children over a Singapore citizen for a later phase but not eligible for the earlier phase of the same school.
Phases 2A1 and 2A2 may not necessarily have balloting.
It’s only phase 2B and especially the most intense phase 2C that has balloting.
So Singapore citizens in phase 2B and phase 2C has already lost spots to PRs in earlier phases.
Is this really absolute priority for Singapore citizens if a PR child takes a spot in an earlier phase of registration resulting in a SG citizen not getting a spot?
Typically, no numbers have been released before of how many PRs take P1 spots from citizens.
It may be very low or it may be significant.
It is not unfathomable that PRs have siblings in school, are alumni members, serve on school boards, are ex-students, staff of school, have siblings who are no longer students of the school. PRs would have taken spots away from citizens in phase 2B and 2C.
Yes, PRs contribute to Singapore. Singapore citizens also contribute to their own country.
The Singapore citizen child (and parents) in such situations are often forgotten because life goes on.
What are your thoughts?
At the end of each registration phase, should the number of applicants exceed the number of vacancies in a specific phase in a primary school, Singapore Citizens will be given absolute priority over Singapore Permanent Residents, followed by home-school distance categories (i.e. within 1km, between 1km and 2km, and more than 2km).
Therefore in simple terms:
Phase > Citizenship > Distance
Can’t see much wrong in that.
There’s a need to strike a balance between nativism and common sense approach. -
Hi, seeking advise for a Friend. He’s Singapore Citizen 1km to both red Swastika and yuneng and currently a bit thorn as to which school to apply for phase 2c. Any advise from the masters?

PRs have been losing privileges along the years, jobs, housing, and education. In fact PR who got seats in early phase could be very few comparing to SC or their own population.

...
If all privileges are taken away, PR will be eventually not attractive at all. When this group become very minority and no influence, I am pretty sure some SCs will start blame other groups of SCs for unfairness. -

Risk is similar, hot balloting <1km for both. So monitor both to see any good odds, or just try at 1 preferred.

Get a backup will be better. -
Thanks a lot! He does have back up plans (Damai/fengshan) and has been monitoring the numbers closely. He has also taken leave to do his leg work haha

The current system is not 100% fair but it is fair enough. For my SC child, I spent 40+hours of my time to do PV to get into a less popular school beside my house last year. Now I can enjoy Phrase 1 for my 2 young children

Thank you for your post. In relation to the discussion, your situation appears fair for SG citizens in later phases.

The PR also can do the same since school less popular.
