I was interested to find out how the Marina Barrage is used for flood control.
The Marine Barrage acts like a dam.
It serves two purposes: to retain the water in the reservoir behind it and alleviates flood in the city area.
Prior to the commissioning of this Barrage in end 2008, no flooding has occurred in Orchard Rd area in recent memory.
When it happened on 16th June, the Minister said it was a freak occurrence - first time in 50 years.
Within one month, three floods, for various reasons given, have occurred in places where they don't normally occur.
PUB has mentioned upper and lower limits to trigger the opening of the crestgates or starting of the pumps.
What are these limits?
If the primary function is to store water, I presumed the trigger point will be at higher limits.
The crestgates take 20 minutes to be fully open; pumps of the size installed at the Barrage don't start up and run to full capacity instantaneously.
What if the engineer on watch has been slow to initiate?
Orchard Road is 4 - 5 m above sea level and the drainage system is designed to flow down towards the Marina Bay.
For it to flood means that the water is not draining into the Bay and out into the sea fast enough.
The parameters on drainage system and trigger points for Marina Barrage have to be relooked.
