It could well be a case of who strikes first. Given the TUR after 2B about 8-9% higher than last year, parents could be waiting till the last day before they decide (after assessing their chances)

If you notice, the number of applicant under 1-2km and 2km is very low, as it's likely to ballot under 1km if the TUR is 70% after Phase 2b.
