2014 P1 Registration Exercise for 2015 In-Take

All of us decide how much risk we're wiling to take at those popular schools and must be prepared that we either get balloted out or worse, no chance to even ballot. I got balloted out at maris stella under 2B, totally prepared that that is a possibility, though of course, when it happened, felt heart pain. Then move on to my backup plan, St Gabriel. Anyway, it's just primary school, the kids have a long way to go to develop themselves.

1parent came in at 4pm n the other parent came in at 3pm but she nv register coz she had register her gal in a convent school but 4.15pm she withdraw her gal out n register at ai tong. The above both parent register last min , both had vancancy in other school. That y effect last min changes

But too bad coz of their last min action they destroyed the hope of those in 1-2km. N those in 1-2km can’t register at other school coz things happen too last min

It's quite different ball games here as distance does affect the outcome of balloting and placement here. I do sympathise with the 17 parents who are subject to this helpless situation. I strongly feel that MOE should address this and perhaps implement different registration dates under phase 2c eg. Those staying less than 1km to register on Day1 , 1-2km on day 2 and lastly more than2km on final day. This would certainly provide a fairer system for all and one can make timely decision.

But those who registered on the 1st and 2nd day will cry foul. They are not given the full information, compared to those who register on the final day, to make an informed choice.
How will the system you suggested make it fair for all?

I strongly agree with you. Since they are staying within 1 km n ai tong is the choice should register early to let other can make changes. I register on 2nd day n seeing no shoot up last min was quite disappointed. And was effected by those last min walk in who Oso stay within 1km which spoilt the entire hoe of the others. The most blood boil is they aready got vacancies in other school but Juz being selfish

As a mother, i sympathize with those who can’t withdraw in time to try for another sch. As a policymaker, i would say no system is perfect. a policy is crafted to suit the majority and not every single person. whatever it is, there will always be ppl unhappy with every single policy there is.


But the crucial thing is that everybody made an informed decision and took the risk. let’s move on and concentrate on helping our kids adapt to a new sch environment. Gd luck to those balloting on Wed and gd luck to the rest trying for 2CS.

The rule says closing time 4.30pm, means closing time is 4.30pm. If they step in before 4.30pm, the school will accept them as per normal. As much I empathise the plight of the affected parents, it's a risk they (and everyone else) need to accept when applying for a school > 1km.

You have been encouraging people to wait and see, and apply for a more popular school if there's no balloting or the chances are greater than the one they are enrolled in. Maybe the 4 parents heed your advice?

I agree with floppy. The rules are clear, and parents are playing by the rules. But there is something which MOE can indeed do to reduce the uncertainty of parents. It is what I have been proposing every year.

1. Let parents register and withdraw as per normal in the first 2 days of Phase 2C.
2. On the third day, allow only registrations for schools which are not over-subscribed. For withdrawals, only allow those who are facing balloting or who will not have a chance to ballot in Phase 2C, so that they can register in schools which still have vacancies.

If this change is made, then
a. Most parents will register on the 1st day.
b. Parents caught in a balloting situation will be able to react and get their school in Phase 2C instead of Phase 2C(S).

That highlighted part -
Parents who want to withdraw from an earlier Phase school (from Phase 1 or 2A or 2B), to enrol into popular school : will protest.
Because then, they not allowed to withdraw.

Example
Many Catholic parents like to enrol their daughter into Catholic schools.

Suppose a Catholic parent already registered her daughter into CHIJ (Nativity) under Phase 2B (because they are Catholic)
She enrolled her dd here first at 2B, just to clinche a school first, for security.

But this parent is concurrently eyeing say, Ai Tong under Phase 2C, because she has a younger boy. She think : if her dd can get in, next time her boy can join under Phase 1. And she is 1-2 km, from Ai Tong.

So, yesterday last day, she withdrew from CHIJ school in the morning, because end of second day results look promising under p2C, in Ai Tong.
Got chance, so she withdraw from Nativity on third day p2C Morning 9 am

But if you say cannot withdraw on the third day since this parent already secured a Phase 2B school, then parents like her will protest , because they do want to try for a popular co-Ed school, because they have younger sons.

She doesn't dare to anyhow withdraw on the first 2 days (like what you suggest), because she has to wait patiently for MOE results to appear at night, on the first 2 days first, assess very carefully what is the situation really like, what chance she has, first ?
results of the numbers posted on MOE website, on the SECOND night, is very crucial. Then third day early morning, then action withdrawal.

Anyway, because she withdraw from p2B Nativity and get pushed out by the 4 who turn up last minute, now her dd no school.
Got to wait until p2C Supp to open.

If she did not withdraw, her dd would still have Nativity school.
