Even if the woman got off scot free after wrecking other people's families, her colleagues and even bosses may look at her differently now. It's hard to respect someone who has no respect for herself.

I think the point is that if the tender process for this project was compromised as a result of the affair, the two guys would have breached public service rules. If the affair had nothing to do with the contract, then, as far as government procedures and rules are concerned, it wouldn't be considered 'misconduct'.

And, lawyers do correct me if i am wrong, i think angelight is right, as long as money did not change hands, then I don't see what law the woman in question would've broken. (I am not saying she is morally innocent, just stating the legal situation.)
